FY26 Budget Set at ₹3.22 Lakh Crore: Balancing Welfare and Development

The NDA Government in Andhra Pradesh, under the leadership of N. Chandrababu Naidu, has announced a budget allocation of ₹3,22,359 crore for the fiscal year 2025-26.

During his second budget presentation in the Assembly in Amaravati on Friday, State Finance Minister Payyavula Keshav detailed that the projected revenue expenditure is ₹2,51,162 crore, while capital expenditure is expected to be ₹40,635 crore. The fiscal deficit for the year stands at 4.38 percent, with a projected revenue deficit of 1.82 percent.

This budget follows Keshav’s earlier presentation for the 2024-25 fiscal year, which had an outlay of ₹2.94 lakh crore, after the government introduced two interim budgets following the NDA’s assumption of power in July 2024.

In this comprehensive budget, priority has been given to pre-election welfare schemes committed by the NDA Alliance. Notable allocations include funds for the Annadatha Sukhibhava initiative, designed to provide ₹20,000 annually to each farmer, as well as the Thalliki Vandanam program.

To promote education, Keshav announced the launch of Thalliki Vandanam starting from the 2025-26 academic year, which will support students enrolled in both government and private schools from Class 1 to 12. The budget allocates ₹15,000 crore for this initiative.

Additionally, financial assistance for fishermen is set to double from ₹10,000 to ₹20,000 in alignment with the NDA alliance manifesto, as stated by the Minister.

Other significant welfare allocations in the budget include ₹20,281 crore dedicated to the welfare of Scheduled Castes, ₹8,159 crore for Scheduled Tribes, ₹47,456 crore for Backward Castes, and ₹5,434 crore for minority communities.

To spur industrial growth and foster a strong investment climate, the government has introduced a series of visionary policy measures. Minister Keshav noted that investment commitments amounting to ₹6.3 lakh crore have been secured, indicating the potential for creating 4 lakh jobs. Furthermore, ₹3,156 crore has been earmarked for the Industries & Commerce sector.

In addition to these initiatives, the Minister announced the establishment of a Viability Gap Funding Scheme for Public-Private Partnership (PPP) projects, which will cover up to 20 percent of project costs in any department, alongside a dedicated corpus of ₹2,000 crore for this funding scheme.
