US Envoy Unveils Phase Two of Gaza Strategy

Amid continued ceasefire violations by Israel, United States President Donald Trump’s special envoy to the Middle East Steve Witkoff announced the launch of the second phase of a US-brokered plan to end Israel’s genocidal war in Gaza.

Steve Witkoff said in a social media post on Wednesday that Trump’s 20-point Gaza plan is “moving from ceasefire to demilitarisation, technocratic governance, and reconstruction”.

Meanwhile, mediators — Qatar, Turkiye and Egypt — welcomed the formation of the Palestinian technocratic body, which they said would be headed by Ali Abdel Hamid Shaath.

“The mediators express their hope that the formation of the committee will pave the way for the implementation of the second phase of the ceasefire agreement in the Gaza Strip,” they said in a joint statement on Wednesday.

“Phase Two establishes a transitional technocratic Palestinian administration in Gaza, the National Committee for the Administration of Gaza (NCAG), and begins the full demilitarization and reconstruction of Gaza, primarily the disarmament of all unauthorized personnel,” Witkoff wrote on X.

“The US expects Hamas to comply fully with its obligations, including the immediate return of the final deceased hostage. Failure to do so will bring serious consequences.”

Since the ceasefire began on 10 October 2025, the Gaza government authorities have documented 1,193 violations of the agreement that resulted in the killing of 484 civilians and the injury of 1,206 others, in addition to 50 cases of unlawful arrest.

“On the humanitarian front, the Gaza Strip is facing a slow-motion genocide, as the occupation continues to evade its obligations stipulated in the agreement and the humanitarian protocol. It has failed to meet the minimum agreed quantities of aid: over the course of 90 days, only 23,019 aid trucks entered the Gaza Strip out of the 54,000 trucks that were supposed to enter, at a daily average of just 255 trucks instead of the scheduled 600 trucks per day—representing a compliance rate of no more than 43%,” Gaza government media office said earlier this week.
