Ladakh’s Hotels and Guesthouses Achieve Industry Status, Boosting Tourism Potential

Ladakh Lieutenant Governor Vinai Kumar Saxena announced on Wednesday that hotels and guesthouses registered with the tourism department will be granted “industry” status starting June 1. This measure aims to strengthen the hospitality sector in the Union Territory (UT) and is expected to benefit 1,257 establishments, including 1,078 in Leh and 179 in Kargil.

With the new status, these hospitality businesses will qualify for lower electricity and water tariffs at industrial rates, as opposed to higher commercial rates. The decision follows persistent demands from stakeholders, including the All Ladakh Hotel and Guesthouse Association, advocating for industry recognition to enhance the sector’s viability.

Saxena emphasized the hospitality and tourism sector’s potential to foster sustainable economic growth and promote tourism in Ladakh. He stated, “This reform will also enhance visitor experience and further establish Ladakh as a world-class tourism destination rooted in sustainability, culture, and hospitality.”

Under the new framework, hospitality units will receive incentives, concessions, and infrastructure support comparable to those offered to other industries in Ladakh. Many of these hotels operate only about six months a year and close during harsh winter months when temperatures can drop to minus 40 degrees Celsius, resulting in high maintenance costs that challenge their sustainability.

Additionally, the reform makes hotels and guesthouses eligible for concessional bank loans under both UT and Central government industrial policies. These establishments will be exempt from property tax and will have access to capital incentives, subsidies, and various government schemes designed to support industrial growth.
