Himachal CM Sukhu: No Demands from Punjab, Nothing to Offer

Over six months into his tenure as Chief Minister of Himachal Pradesh, Sukhvinder Singh Sukhu emphasizes that the State has long been denied its rightful entitlements. In an exclusive interview with The Hindu, he asserts that addressing these long-standing issues with neighboring States will be a top priority for the Congress government.

Mr. Sukhu highlighted that his administration has inherited a debt exceeding ₹75,000 crore from the previous Bharatiya Janata Party (BJP) government. To restore the economy, he stated that the focus will be on leveraging hydro, hydrogen, and solar energy resources, while also maintaining fiscal discipline.

Regarding Cabinet expansion, he confirmed that discussions are complete and the appointments of the three vacant positions will occur soon, pending approval from the party’s high command.

Excerpts from the Interview:

Achievements of the Congress Government: “We are proud to have restored the Old Pension Scheme (OPS), a crucial promise made during the 2022 Assembly elections. Despite the substantial debt inherited, we prioritized implementing OPS due to its social and humanitarian significance, rather than for political gain,” Mr. Sukhu stated.

On Himachal Pradesh’s Share of Chandigarh: When asked about the demand for Himachal Pradesh’s rightful share in Chandigarh, which Punjab dismissed, he clarified, “We’re not seeking anything from Punjab. We simply request the Government of India to recognize our legitimate claim. Under the Punjab Reorganisation Act of 1966, Himachal Pradesh is entitled to a 7.19% share of Chandigarh. This longstanding deprivation represents a serious injustice.”

Water Sharing Dispute: Addressing the contentious water-sharing situation regarding the Sutlej-Yamuna Link (SYL) canal, he shared, “I met with Haryana Chief Minister Manohar Lal, who expressed interest in sourcing river water from Himachal. We are willing to provide water not just to Haryana, but even to Delhi if it helps. It’s important that we avoid politicizing issues that impact citizens and States alike.”

Imposition of Water Cess: Discussion around the recently imposed water cess for hydropower generation revealed Mr. Sukhu’s stance: “This cess is not directed at Punjab or Haryana but pertains to water from our hydro projects generating power. Thus, opposition from both states is unwarranted.”

Shanan Hydropower Project Ownership: On the Shanan hydropower project, Sukhu stated that the expiring 99-year lease in March 2024 means Punjab has no rightful claim over it. He urged, “Punjab should transfer the project to Himachal Pradesh, as it was only leased to them.”

Economic Revival Plan: In response to Himachal’s financial challenges, Mr. Sukhu outlined a schemes-based budget aimed at revenue generation. The state will target hydro, hydrogen, and solar energy to position itself as a green energy leader while also focusing on employment creation. He further stressed the need to adjust royalty agreements on hydro resources, advocating for a minimum of 50% royalty share for completed projects, up from the current 12%.

Cabinet Expansion Plans: Mr. Sukhu confirmed that Cabinet expansion is imminent, with approvals ready and forthcoming from the high command to fill the three vacant positions in his administration.
