Parliamentary Panel Warns of Delays in Flood-Prone Area Telemetry Systems Deployment

A Parliamentary Committee has reported substantial delays in the installation of telemetry systems essential for real-time data collection and flood forecasting in critical flood-prone areas. The findings, presented in a performance audit of flood control and forecasting schemes, were submitted to the 17th Lok Sabha and tabled in the 18th Lok Sabha on July 26.

The report reveals that the installation of these telemetry systems has been completed at all stations except for three specific locations: Khanabal in the Chenab division, and Sara Thang and Dambong in the Gangtok division. The delay at Khanabal is linked to an ongoing court case that dates back to 2018, while installations at Sara Thang and Dambong have been stalled since 2017 due to non-clearance from the Forest Department.

The Union Ministry of Jal Shakti informed the Committee that an alternative site for the Khanabal station has been identified, with installation expected to commence soon. However, the Committee expressed frustration regarding the extended delays. The report states, “Noting that an alternate location has since been identified for the installation of the telemetry system in place of Khanabal under the Chenab division, the Committee fails to fathom the reason for the delay in installation of the same.”

In light of these delays, the Committee urged for prompt action to expedite the installation of telemetry systems in Sikkim and other outstanding locations. Additionally, the Committee recommended regular inspections and maintenance for all installed telemetry systems nationwide.

Recognizing India’s varied topography and the unpredictable nature of natural calamities, the Committee emphasized the need for a comprehensive action plan and an effective system to manage worst-case scenarios, thereby enhancing quick-response measures during floods.
