J&K Budget Highlights: Omar Abdullah Unveils 200 Units of Free Electricity for AAY Families and ₹400 Crore Boost for Tourism

Jammu and Kashmir Budget 2025: On Friday, Chief Minister Omar Abdullah presented the first budget of the Union Territory, unveiling a range of initiatives aimed at empowering the youth and women, addressing regional inequalities, and striving for the restoration of statehood.

“This Budget prioritizes inclusive development, fiscal responsibility, and strategic investments in infrastructure, agriculture, industry, healthcare, education, and digital governance. Our goal is to close regional gaps, uplift youth and women, and create a conducive environment for business to attract investments and foster innovation,” Abdullah stated.

Abdullah highlighted that

This marks the first budget presented by an elected government in the past seven years.

“This Budget serves as more than a financial agenda—it is a blueprint for a thriving and prosperous Jammu and Kashmir, reflecting the dreams of our citizens and establishing a robust foundation for economic development, social advancement, and sustainable progress,” he remarked.

Here are the notable aspects of the Jammu and Kashmir Budget 2025:

₹815 crore for agriculture

Abdullah revealed that the UT will concentrate on horticulture, promote a two-crop pattern, and enhance the wool processing and leather tanning industries.

“For the year 2024-25, an allocation of ₹815 crore has been made, with the aim of doubling value addition, increasing growth by 11%, generating 2.88 lakh jobs, and establishing 19,000 enterprises,” he explained.

Tourism enhancement

Tourism development was another priority, with Abdullah earmarking ₹390.20 crore for this sector. The government intends to expand homestays, boost water sports, and develop Sonmarg as a winter sports hub. A new water park will be established in Sidhra, while Basholi will be promoted as an adventure hotspot.

National Law University

A National Law University is set to be established in Jammu and Kashmir, and Abdullah has proposed a budget of ₹50 crore for this initiative.

Marriage Assistance Scheme

As part of the Marriage Assistance Scheme, the financial grant has been increased from ₹50,000 to ₹75,000, according to the Jammu and Kashmir chief minister.

Lakhpati Didi

Under the Lakhpati Didi program, assistance will be provided to 40,000 women, Abdullah mentioned.

Other significant decisions

Abdullah also announced that 200 units of free electricity would be given to all AAY families in Jammu and Kashmir.

He indicated that 98 water testing laboratories will be set up in J&K this year.

“The government is dedicated to safeguarding journalist freedom. We are focused on enhancing press infrastructure and defending journalists’ rights. We will offer dedicated spaces for journalists in press clubs across Jammu and Kashmir,” he noted.

His budget address further suggested eliminating stamp duty on property transfers among blood relatives.
