Calcutta Stock Exchange’s Revival Dependent on Strategic Investments in Liquidity and Technology

The revival of the historic Calcutta Stock Exchange (CSE) hinges on its ability to attract significant trading volumes and innovate technologically, as highlighted by Securities and Exchange Board of India (SEBI) Chairman Tuhin Kanta Pandey. With competition from established markets like the National Stock Exchange (NSE) and Bombay Stock Exchange (BSE), the CSE’s future will depend on its capacity for sustainable growth and regulatory compliance.

Key Challenges to the CSE Revitalization

During an event in Kolkata, SEBI Chairman Tuhin Kanta Pandey emphasized that the CSE must focus on creating a robust business model to successfully revive its operations. He pointed out that although the regulatory environment permits the establishment of new stock exchanges, they would need to adhere to stringent governance and capital requirements.

Pandey underscored that the landscape of stock exchanges has drastically evolved, primarily due to the advent of electronic trading. Investors can now access markets irrespective of geographical limits, making it essential for the CSE to demonstrate its viability in a highly competitive environment. “Having an exchange is one thing. But whether you would be able to really make it feasible is another,” he stated, casting doubt on the commercial viability of the CSE unless it addresses liquidity concerns.

Investment in Technology Critical for Sustainability

The chairman also highlighted the increasing necessity for continuous investment in technology. Pandey noted that with the rise of artificial intelligence and other emerging risks, exchanges must be prepared to make heavy financial commitments to technology upgrades. The challenges coming from technological advancements need to be managed carefully for the CSE to thrive.

According to industry insiders, regions once critical for stock exchanges might lose significance in the digital trading landscape. This shift raises questions about the relevance of having a physical stock exchange base, especially when investors can trade efficiently from virtually anywhere.

West Bengal Government’s Role and Future Prospects

In July, the CSE sought to postpone its exit application after the West Bengal government announced plans to revive the institution during the state budget presentation. Such government initiatives can provide an initial lifeline, but as Pandey stated, the long-term success will depend on demonstrating adequate trading volumes to maintain operations.

Pandey’s insights suggest that while regulatory frameworks allow the establishment of new exchanges, the commercial outlook remains uncertain, especially when compared to the strong market positions held by NSE and BSE. Trading at the CSE has been suspended since April 2013 due to regulatory compliance issues, raising questions about investor confidence and operational transparency.

What This Means

The discussion surrounding the CSE’s revival is significant for the Indian financial landscape. With regional stock exchanges like the CSE struggling to compete against larger and technologically advanced counterparts, this presents an opportunity for other locales to reconsider their financial ecosystems. A successful revival could not only foster economic growth in West Bengal but also enhance competition within India’s financial market, potentially benefiting both investors and companies seeking to raise capital.
