The government has introduced a Merchant Discount Rate (MDR) on UPI transactions exceeding ₹2,000 for capital market-related payments, which could modify how investors transact in the stock market. While experts predict a potential short-term impact on transaction volumes, the overall effects on long-term investment patterns may remain minimal.

Details of the New MDR Framework

The newly implemented MDR, set at 0.02% of the transaction value and capped at ₹300 per transaction, specifically targets UPI payments tied to mutual fund purchases, equity and debt investments, as well as broker wallet top-ups. For example, an investment of ₹10,000 would incur just ₹2 in fees.

This development is significant as it covers major capital market entities, including mutual fund asset management companies, stockbrokers registered under SEBI, securities dealers, and various investment platforms. The introduction of this fee structure could potentially influence payment choices among investors.

Industry leaders express mixed feelings about the impact of the MDR. Ashish Chauhan, Managing Director and CEO of the National Stock Exchange (NSE), indicated the short-term nature of the potential decline in transaction volume. He emphasized that while MDR could create initial hesitancy among investors, market dynamics are likely to revert to normal as participants adjust to the new costs.

Furthermore, Piyush Jhunjhunwala, Founder and CEO of Stockify, asserts that any significant impact on systematic investment plans (SIPs) is unlikely. While some investors might explore alternative payment methods, such as bank debits through e-NACH, the ongoing trend in SIP investments appears resilient. Notably, SIP contributions peaked at ₹32,297 crore in August 2026, with total accounts rising to over 10 crore.

Operational Implications

According to Gibin John, Senior Investment Strategist at Geojit Investments, the broader ramifications may be felt more acutely by intermediaries in the investment process than by the investors themselves. Should mutual funds be categorized under the new MDR regime, the additional processing costs associated with SIPs and lump-sum investments could affect asset management companies (AMCs).

This shift may lead to increased operating expenses for AMCs, which could ultimately have a downstream effect on investors through changes in fees or service quality over time. However, market analysts believe that overall investment participation in the capital market will largely remain unaffected by these fees.
