The Delhi Legislative Assembly is set to meet on Monday at 11:00 AM, during which the newly elected government will present its first budget. The Bharatiya Janata Party (BJP) government will unveil the budget for Delhi on March 25 (Tuesday). Chief Minister Rekha Gupta is expected to propose a motion to elect members for various financial committees, marking a significant move in the assembly’s fiscal management, as outlined in the House’s List of Business.
Chief Minister Rekha Gupta will introduce a motion stating: “That the Members of this House proceed to elect, in accordance with Rule 192(2), Rule 194(2), and Rule 196(2) of the Rules of Procedure and Conduct of Business in the Legislative Assembly of the National Capital Territory of Delhi, nine Members each from among themselves to serve on the Committee on Public Accounts, Committee on Estimates, and Committee on Government Undertakings beginning April 1, 2025.”
Furthermore, Deputy Speaker Mohan Singh Bisht and Member Om Prakash Sharma will present the First Report of the Business Advisory Committee, which is anticipated to offer valuable insights into the assembly’s agenda and business matters. Members Sanjay Goyal and Poonam Sharma will also present the First Report of the Committee on Private Members’ Bills, as indicated in the List of Business.
This Budget Session holds particular importance as it follows the recent 2025 Delhi Legislative Assembly election, which resulted in the BJP regaining power after a 27-year gap. Noteworthy is that during this session, the Comptroller and Auditor General (CAG) report regarding the Delhi Transport Corporation (DTC) will be tabled, according to a statement from the Delhi Assembly Secretariat.
This upcoming report will be the third CAG report presented in the House on Monday. Previously, the BJP government submitted two reports addressing the now-repealed excise policy and the healthcare system in the national capital during last month’s inaugural assembly session. Meanwhile, Members Surya Prakash Khatri, Mohan Singh Bisht, and Raj Kumar Bhatia will continue the discussion regarding issues of water scarcity, flooding, sewer blockages, and drain desilting in Delhi, a conversation that began on March 3, 2025, as directed by the Speaker.
The day’s proceedings will begin with the National Song, “Vande Mataram,” followed by a series of key events. During Question Hour, members will raise starred questions, and the relevant authorities will provide answers. Un-starred questions will be submitted for future discussion.
Members will also have the opportunity to address urgent matters under Rule-280 with the Chair’s consent, facilitating discussions on pressing issues. Additionally, Chief Minister Rekha Gupta will move the motion to elect nine members for each of the Committees on Public Accounts, Estimates, and Government Undertakings, a decision that will play a crucial role in shaping the financial governance of the National Capital Territory of Delhi.
