Ladakh Local Bodies Could Gain Legislative Powers in May 22 Government Discussions

New Delhi: The next round of discussions between the Union Home Ministry and representatives from Ladakh regarding safeguards for the region is scheduled to resume on May 22, as announced by Ladakh Lieutenant Governor VK Saxena in a post on social media platform X on Sunday. The upcoming talks may focus on enhancing the powers of locally elected bodies and providing additional safeguards for the Ladakhi people concerning land, culture, and employment.

These discussions are set to take place nearly three months after the previous meeting and follow the recent release of activist Sonam Wangchuk from detention under the National Security Act (NSA). Experts view the government’s decision to release Wangchuk as a conciliatory gesture aimed at rebuilding trust with Ladakhi groups. The Home Ministry highlighted its commitment to “fostering an environment of peace, stability, and mutual trust in Ladakh to facilitate constructive and meaningful dialogue with stakeholders” in its statement about Wangchuk’s release.

In early February, the ministry met with the Apex Body Leh and the Kargil Democratic Alliance, two principal bodies representing Ladakhi interests. Leaders from these groups were asked to return with a revised proposal for discussion. Sources within the ministry anticipate their feedback to be presented at the May 22 meeting.
