A day before polling for the second and final phase of the Bihar Assembly elections, Congress asserted that the Mahagathbandhan coalition is “certain” to come to power, ending two decades of what it described as “helpless governance.” The party emphasized its commitment to stopping migration and ensuring social justice, particularly for marginalized communities including Dalits, Mahadalits, tribals, the backward classes, women, minorities, farmers, and youth.
Congress president Mallikarjun Kharge stated that the alliance aims to liberate Bihar from years of ineffective governance, promising improved job prospects, social justice, and uplift for various community groups. “Now migration will stop, the darkness over the future of the youth will lift, and every home will look forward to a brighter tomorrow with jobs,” he said, asserting a vision of restored glory for Bihar.
Congress leader Jairam Ramesh echoed this sentiment, declaring that the Mahagathbandhan’s victory was assured. He outlined a 20-point guarantee for Bihar over the next five years, which includes commitments such as one government job per family, a monthly assistance of 2,500 rupees for women, free electricity up to 200 units, subsidized gas cylinders, free bus travel for women, and various pension schemes. Additional promises include enhanced reservations for Scheduled Castes (SC), Scheduled Tribes (ST), and Extremely Backward Classes (EBC) from 20% to 30%, as well as provisions for land leases for Mahadalits and an SIT to recover funds related to the Sahara case.
During an election rally in Bahadurganj and Purnia, Leader of the Opposition Rahul Gandhi claimed that the coalition would “100 percent” form the government, provided there was no “vote theft” in Bihar. He accused the BJP of preventing genuine voters from participating in the first phase of voting and alleged that senior BJP leaders voted illegally in both Delhi and Bihar without action from the Election Commission.
Gandhi criticized the RSS and BJP for attempts to divide communities, emphasizing that the INDIA bloc stands for unity. He remarked, “PM Modi wants the youth to make reels, while we want them to study, qualify, and get jobs,” and raised concerns about the Election Commission’s failure to address his allegations regarding voting irregularities.
RJD MP Misa Bharti expressed confidence that the Mahagathbandhan would take power, mocking the BJP for its unattainable electoral targets. She dismissed the NDA’s predictions of winning more than 200 seats in Bihar, stating the new government would focus on providing for unemployed youth.
As the second phase of voting approaches on November 11, authorities have ramped up security across Bihar, deploying more than 400,000 personnel, including over 1,000 companies of the Central Armed Police Forces and approximately 60,000 Bihar Police personnel. Polling will be conducted at 45,399 booths across 122 assembly constituencies, predominantly in rural areas.
