Government Unveils ₹15,000 Crore Procurement Initiative for Pulses and Oilseeds

However, there will be physical procurement of these pulses and oilseeds in these States, except Madhya Pradesh, where the differential amount between MSP and “government-determined” market price will be paid to the farmers in their bank accounts under Price Difference Payment Scheme (PDPS), a sub-scheme of PM-AASHA. The sanctioned amount indicates ₹800/quintal payment to soyabean farmers of Madhya Pradesh, the home State of Union Agriculture Minister Shivraj Singh Chouhan.

In Madhya Pradesh, 22,21,632 tonnes of soybean is targeted to be covered, with a financial implication of ₹1,775.53 crore, the government said.

27% lower than MSP

The average rate of soyabean at agriculture market yard (mandi) was ₹3,905/quintal during October 1-27, and its is 27 per cent lower than its MSP of₹5,328/quintal. However, there is an improvement of ₹267/quintal in average mandi price of soyabean in the past 27 days to ₹4,056/quintal on October 27.

“The current average price is about ₹1,300 less than MSP and the government should have sanctioned higher, otherwise farmers will feel betrayed,” said Kedar Sirohi, a farmer leader of MP.

Union Agriculture Minister Shivraj Singh Chouhan approved the 2025–26 kharif season’s procurement plans for select pulses and oilseed under the Price Support Scheme (PSS), in Telangana, Odisha, and Maharashtra, besides farmers of Madhya Pradesh will receive the difference amount under the Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM AASHA) scheme, an official statement said.

The total procurement cost has been estimated at ₹15095.83 crore, which will provide significant benefits to farmers, the government said.

Ensuring better returns

For Telangana, 4,430 tonnes of moong (green gram) worth ₹38.44 crore at its MSP value has been approved, while for Odisha, 18,470 tonnes of tur worth ₹147.76 crore procurement plans have been cleared

In Maharashtra, the Centre has approved procurement of 33,000 tonnes of moong worth ₹289.34 crore, 3,25,680 tonnes of urad worth ₹2540.30 crore and 18,50,700 tonnes of soybean worth ₹9,860.53 crore.

Chouhan stated that these approvals have been granted to ensure farmers receive better returns on their crops, protect their income, and protect them from market fluctuations, a major step towards a self-reliant India. However, until last week there was no procurement of any of the pulses and oilseeds approved a month ago for Gujarat, Uttar Pradesh and Karnataka.

On Monday, the all India weighted average mandi price of moong was ₹6,721/quintal (23 per cent below MSP), urad was ₹6,580/quintal (16 per cent below MSP), tur was ₹6,601/quintal (17 per cent below MSP), soyabean was ₹4,038/quintal (24 per cent below MSP), and groundnut was ₹5,291/quintal (27 per cent below MSP), official data show.
