Delhi’s Air Quality Crisis: GRAP 4 Restrictions Implemented Amid Rising Pollution Levels

The Commission for Air Quality Management (CAQM) has implemented Stage-IV restrictions of the Graded Response Action Plan (GRAP) in Delhi-NCR following a significant increase in pollution levels, classifying them as ‘severe’. As reported, the Air Quality Index (AQI) in Delhi surged to 386 and is expected to exceed 400, as forecasted by the Indian Meteorological Department (IMD). This rise is mainly attributed to dense fog and low temperatures.

Key Restrictions Under GRAP-4:

  • Ban on Construction and Demolition: All construction and demolition activities are prohibited, except for projects deemed essential such as railways, airports, bus terminals, defense facilities, and hospitals.
  • Closure of Stone Crushers: Operations of stone crushers across the entire National Capital Region (NCR) are to be halted.
  • Mining Ban: All mining and mining-related activities are suspended.
  • Vehicle Restrictions:
    • Light Motor Vehicles: A ban is in place on the use of BS-III petrol and BS-IV diesel light motor vehicles in Delhi, Gurgaon, Faridabad, Ghaziabad, and Noida. An exception is made for specially adapted vehicles used by persons with disabilities.
    • Diesel Medium Goods Vehicles: Restrictions apply to medium goods vehicles registered in Delhi that operate on BS-IV standards or lower, with exemptions for those transporting essential goods or providing necessary services.
    • Out-of-State LCVs: Diesel-operated light commercial vehicles (goods carriers) registered outside Delhi that do not meet BS-IV or better standards are not allowed to enter Delhi, except for those carrying essential commodities or offering vital services.
    • Truck Traffic: General truck traffic is also restricted, although trucks carrying essential items or providing necessary services are permitted entry.
  • Allowed Vehicles: Entry will be granted to LNG, CNG, electric, and BS-VI diesel trucks.
