Hamas has rejected the UN Security Council resolution endorsing the US-backed Gaza plan, saying it “fails to meet the political and humanitarian demands of the Palestinian people” and imposes an “international guardianship mechanism on the Gaza Strip.”
In its official statement, the group said the resolution seeks to implement the occupation’s goals through external forces, detaches Gaza from the rest of Palestine, and undermines Palestinians’ right to self-determination and the establishment of a sovereign state with Jerusalem as its capital.
“This resolution imposes a mechanism to achieve what the occupation failed to accomplish through its brutal genocide,” the movement said, calling any attempt to disarm resistance a violation of international law.
Hamas official Osama Hamdan said that “The UN Security Council resolution imposes international guardianship over Gaza and seeks to recreate the occupation, stripping Palestinians of their right to resist. It contains no clear language supporting the establishment of a Palestinian state.”
The UNSC resolution, drafted by the United States as part of President Trump’s 20-point Gaza plan, passed with 13 votes in favour and abstentions from Russia and China, paving the way for the deployment of an international stabilisation force in Gaza. Arab and Muslim countries that expressed interest in supplying troops had insisted on a UN mandate before joining the force.
Critics across the Palestinian and international human rights landscape condemned the decision.
Palestinian journalist Mosab Abu Toha wrote, “Shame on this world. For two years the UN failed to pass a ceasefire, but when it came to a US plan to administer Gaza through foreign forces, it passed instantly. This is a dark moment in Palestinian history.”
Middle East historian Assal Rad said the Security Council has “undermined Palestinian self-determination and handed control to the very powers responsible for the genocide.”
Human rights lawyer Craig Mokhiber called the resolution “horrific”, stating: “Not a single member of the Council had the courage or respect for international law to vote against this US-Israel colonial outrage. November 17, 2025, is a day of shame for the United Nations.”
Meanwhile, Russia presented a rival draft calling for Gaza and the West Bank to remain a single, contiguous Palestinian territory under the Palestinian Authority. Moscow’s representative said the adopted text “lacks any clear timeline for transferring control to the Palestinian Authority and risks entrenching the separation of Gaza from the West Bank.”
In Israel’s ongoing genocidal assault on Gaza, the death toll has risen to 69,483, most of them women and children, since the offensive began on October 7, 2023,
