Footage circulating on social media has surfaced depicting Israeli forces allegedly executing two unarmed Palestinian men in Jenin shortly after they surrendered during a West Bank raid. This has provoked significant outrage, prompting the Israel Defense Forces (IDF) to initiate an internal review.
Videos recorded by local media show Israeli armored vehicles and soldiers surrounding a building as an engineering machine tears open a roller door. After this breach, two Palestinian men emerged with their hands raised in a show of surrender.
The footage then shows the men lying on the ground, with one being kicked by a soldier before being ordered back inside the building. Shortly thereafter, the videos appear to capture Israeli troops opening fire on them.
The roller door was subsequently lowered onto their bodies, and soldiers were seen covering the area with blankets. The Palestinian Ministry of Health reported that Al-Muntasir Billah Mahmoud Qassem Abdullah, 26, and Yousef Ali Yousef Asa’asa, 37, were killed by Israeli forces in the Jabal Abu Dhahir area, with their bodies being withheld by Israeli authorities.
In response, the Palestinian Authority’s Government Communication Centre denounced the incident as an “outright extrajudicial killing” and a violation of international law. The PA’s ambassador to the UK, Husam Zomlot, described the killings as “summary executions” and “war crimes,” urging accountability for those involved.
“This is a war crime and part of a pattern across the occupied territory. International statements of condemnation are insufficient; criminals must be held accountable,” he emphasized.
In a joint statement, the IDF and Israeli Police confirmed the incident but did not admit any wrongdoing. They claimed the operation was aimed at apprehending Palestinians who had allegedly thrown explosives and fired at Israeli forces. According to their statement, the suspects emerged only after “several hours” of negotiations and following the use of engineering equipment on the building. It noted that fire was directed at the suspects after they exited.
Far-right Israeli National Security Minister Itamar Ben-Gvir praised the soldiers, stating, “The fighters acted exactly as expected of them; terrorists must die!”
Israeli human rights organization B’Tselem released a statement depicting the footage as evidence of the soldiers executing two Palestinians at point-blank range.
“It is therefore the duty of the international community to end Israel’s impunity and hold accountable those responsible for planning and carrying out its criminal policies against the Palestinian people,” B’Tselem’s representative stated.
Recent Israeli raids in Jenin, Tulkarm, and Nur Shams refugee camps—labelled counterterrorism operations—have intensified, with reports indicating widespread abuses and beatings during these operations. Over 1,000 Palestinians have been killed by Israeli forces and settlers in the West Bank since October 2023, and more than 32,000 people remain displaced due to military actions.
The Israeli army had continued its large-scale operation in the occupied West Bank, conducting raids and air strikes on northern cities, including Jenin and Tulkarem.
Earlier in 2023, the United Nations human rights office called for an independent inquiry into allegations that Israeli forces “summarily executed” at least 11 Palestinian men in Gaza, labeling it a potential war crime.
Moreover, the Palestinian Authority noted that Israeli forces had committed 497 violations of the ceasefire agreement since its inception, which included 27 violations on a single Saturday, resulting in 24 Palestinians being killed and 87 injured. The PA characterized these actions as flagrant breaches of international humanitarian law.
