In parallel to military actions, Russian occupation authorities are grappling with acute gasoline shortages in Sevastopol. Governor Mikhail Razvozhaev noted on June 10 that supply vehicles were unable to reach the city for fuel deliveries due to ongoing military operations. In response, authorities have enforced stricter fuel purchase regulations, limiting residents to just 20 liters per week—down from the previous daily limit of 20 liters. This increase in restrictions highlights the strain on Russian logistical capabilities and the growing impact of Ukrainian strikes on civilian life in occupied territories.

This increase in drone missions contributed to an estimated 35,000 Russian casualties in May alone, while Russian recruitment has slowed to around 27,000 monthly. Reports suggest that the ratio of Russian casualties to Ukrainian forces has now reached eight to one.
