Only 216,000 of India’s 800,000 Waqf properties, approximately 27%, have been registered on the UMEED portal, according to newly released data. Karnataka leads with the highest registration rate at 81%, while Uttar Pradesh, which holds the largest number of Waqf properties under both Shia and Sunni boards, has registered only 5% and 11%, respectively.

The UMEED Central Portal, aimed at managing Waqf properties in India, was launched by Minister of Minority Affairs Kiren Rijiju on June 6, 2025, and officially closed for uploads on December 6, 2025. A total of 517,000 applications were submitted, but 10,872 were rejected. Karnataka had the highest number of completed registrations at 52,917 properties, followed by Jammu & Kashmir with 25,046 (77%), Punjab with 24,969 (90%), and Gujarat at 24,133 (61%).

In contrast, West Bengal showed the poorest performance, completing only 716 registrations out of 80,480 properties, yielding just 0.89%. The Trinamool Congress (TMC) government had previously delayed the implementation of the Waqf (Amendment) Act before directing officials to upload property details on UMEED.

Uttar Pradesh’s Shia Waqf Board managed to register 789 properties (5%), while the Sunni Waqf Board completed 12,982 registrations (11%). Meanwhile, Maharashtra recorded 17,971 registrations out of 36,700 properties (48%).

The ministry noted that as the deadline neared, registration momentum increased. As of the deadline, 213,941 properties submitted by mutawallis remained under review, and 10,869 were rejected during the verification process.

Karnataka has successfully become the first state to digitally upload all its Waqf properties. Syed Muhammad Ali Al Hussaini, Chairman of the Karnataka Waqf Board, emphasized that the process was labor-intensive and well-structured, especially following a Supreme Court order.

Launched under the contentious Waqf (Amendment) Act, the UMEED portal aims to create a centralized, geo-tagged digital database of Waqf properties for enhanced transparency and management. However, many challenges have been reported, including frequent portal crashes and difficulties related to missing documentation for historical properties.

In light of the ongoing issues, the All India Muslim Personal Law Board has requested an urgent meeting with the Minister of State for Minority Affairs to address the problems with the UMEED portal.

On December 1, the Union Minister Kiren Rijiju announced a three-month penalty-free extension for individuals who missed the registration deadline, allowing requests for extensions through state Waqf Tribunals.

The property registration process on UMEED includes three stages: initial submission by mutawallis, verification by Waqf Board officials, and final approval by Waqf Board CEOs.

Overall, India possesses a total of 880,000 Waqf properties, with Uttar Pradesh holding the largest share at 240,000 properties, followed by West Bengal (80,480), Punjab (75,511), Tamil Nadu (66,092), and Karnataka (65,242).
