Just hours before the first phase of the Bihar elections, Congress leader and Leader of Opposition Rahul Gandhi accused the Election Commission of India (ECI) and the BJP of “stealing” the Haryana Assembly elections, which he termed “Operation Sarkar Chori” (Operation Government Theft).
He described it as yet another instance of “vote theft,” following what he called a “massive criminal fraud” in the 2024 Lok Sabha polls for the Bangalore Central seat.
Addressing a press conference at the AICC headquarters in New Delhi on Wednesday, Gandhi claimed that over 25 lakh votes were stolen in Haryana, including 5.21 lakh duplicate voters, 93,174 invalid voters, and 19.26 lakh bulk voters.
“We have the word ‘H Files,’ and this is about how an entire state has been stolen… We suspected that this is not happening in individual constituencies, but at the state and national level,” Gandhi said.
He alleged that the Chief Election Commissioner (CEC) and the two election commissioners colluded with the BJP to ensure its victory in Haryana, claiming they were “in partnership” with Prime Minister Narendra Modi.
Gandhi further alleged that an operation called “Operation Sarkar Chori” (Operation Government Theft) was launched to convert the Congress’s “landslide victory” into defeat.
“All polls pointed to a Congress victory in Haryana. The top five exit polls said Congress was sweeping. But for the first time in Haryana, the postal ballots showed a completely different result, Congress got 73 seats while the BJP got 17,” he said.
Gandhi claimed that when he first saw the data, he was “in shock” and asked his team to cross-check the figures multiple times.
He said the Haryana voter list contained 25,41,144 fake voters, including multiple instances of duplicate, invalid, and bulk voters.
He cited examples of a woman appearing 223 times on the voter list in two booths, and even a Brazilian model’s photo appearing 22 times under different names across ten booths.
The Brazilian model’s photograph reportedly appeared multiple times in the electoral rolls under different names like Seema, Sweety, and Saraswati, allegedly to cast ballots 22 times.
He alleged that there were over 1.24 lakh voters with fake photos in the Haryana electoral rolls.
Rahul Gandhi alleged that thousands of BJP leaders and workers were registered as voters in both Uttar Pradesh and Haryana.
He noted that a BJP leader, the vice-chairman of Palwal Zila Parishad residing at House No. 150, had 66 voters registered at his address, while another man had 500 voters listed under his home.
Naming specific individuals, Gandhi said, “Dalchand, a BJP leader, is voting in both UP and Haryana. BJP sarpanch in Mathura, Prahlad, is doing the same. The number is in the thousands.”
He further highlighted discrepancies involving voters listed under “House No. Zero,” a category intended for homeless citizens.
“We physically found men marked as ‘House No. Zero’ who were actually living in their homes,” Gandhi said. “We cross-checked. The Chief Election Commissioner is lying to the people of India. This is not a mistake, this is not about homeless people.”
“This is why the Election Commission destroys CCTV records,” Gandhi claimed, adding that the ECI’s failure to remove duplicate voters indicated that it did not want “fair elections.”
He also played a video of Haryana Chief Minister Nayab Singh Saini, who had said two days before counting that the BJP “has a system in place.”
Questioning the CM’s confidence, Gandhi said, “Please notice the smile on his face and the ‘vyavastha’ (system) he is talking about. This was two days after polling, when all exit polls said Congress was sweeping the elections.”
This marks yet another flashpoint between the Election Commission of India (ECI) and Leader of Opposition Rahul Gandhi, as the Congress leader has once again levelled serious allegations of voter manipulation across multiple states.
Gandhi claimed that voter IDs in Karnataka, Maharashtra, Haryana, and Uttar Pradesh were deleted using fake logins and phone numbers from outside the states. He accused the ECI of being complicit and asserted that his party has “concrete, 100 per cent proof” of this large-scale voter deletion.
Gandhi accused the Election Commission of “defending the murderers of democracy” by refusing to share details about the deleted voters.
He alleged that a systematic deletion of voters, primarily targeting opposition-supporting communities, took place during the 2023 Assembly elections.
Earlier, in August, Gandhi had alleged a “massive criminal fraud” in the 2024 Lok Sabha election for the Bangalore Central seat, claiming that 1,00,250 fake votes were created to manipulate the result in favour of the BJP, which won by a margin of 32,707 votes.
According to him, votes were “stolen in five different ways,” through duplicate voters, fake and invalid addresses, bulk voters at single addresses, invalid photos, and misuse of Form 6, the form used for new voter registration.
Interestingly, Gandhi also shared a photo of himself having tea with what he called “dead voters from Bihar,” thanking the Election Commission for the “unique experience.”
